The Role of Professional Accountant in a Country’s Development

Rwanda is preparing to host the African Congress of Accountants (ACOA) 2025, a significant international conference that brings together professional accountants from across the continent. This event, set to take place from May 6 to May 9, 2025, in Kigali, is expected to attract more than 2,000 participants from 65 countries. The conference will be an opportunity for Rwanda to showcase its progress in financial management and attract investors to the country.

According to the Institute of Certified Public Accountants of Rwanda (ICPAR), professional accounting plays a critical role in a nation’s economic growth. Accountants help ensure that both government institutions and private businesses use financial resources efficiently and transparently. During the press conference, President of ICPAR, Obadiah Biraro, has emphasized that accountants play an essential role in tracking and auditing financial costs, which contributes to good governance and sustainable development.

“This congress will not only enhance the skills of accountants but also promote various sectors, including hospitality and other industries.” He encouraged attendees to see the advancements Rwanda has achieved and consider investing in the country.

He also pointed out that professional accountants are essential for managing national resources effectively.

Over the past three decades, Rwanda has made remarkable progress in developing the accounting profession. In 1999, there were only a handful of professional accountants in the country, and many people did not fully understand their importance. ICPAR reports that Rwanda has about 1,300 certified accountants, with more than 6,000 students currently pursuing accounting qualifications. This growth reflects the country’s commitment to professionalizing the field and ensuring high standards in financial reporting.

ICPAR’s Chief Executive Officer, Amin Miramago, says that Rwanda’s ambition is to become a financial hub in East Africa. He explains, “To measure a country’s development, you do not just look at money. You also look at the value of what is being done. Accounting helps leaders make good decisions based on facts.”

He continued that ” Good financial management is essential for fighting corruption and ensuring that public funds are used properly. Professional accountants play a vital role in helping governments and businesses manage resources, reduce financial risks, and plan for long-term stability. It helps to ensure the tax revenues are properly recorded and that government spending aligns with national development goals.”

During ACOA 2025, experts will discuss different topics, including the impact of digital technology on accounting, financial data security, and climate finance. This reflects the growing importance of accounting in addressing global challenges beyond financial reporting.

ICPAR has said that preparations for ACOA 2025 are progressing well. The conference will take place at Kigali Convention Center, in Rwanda.

ACOA 2025 is expected to boost Rwanda’s visibility in the international financial sector and enhance the skills of Rwandan accountants.
